关于 introduces a topic, 'about': 一本关于中国历史的书, 关于这个问题，我们明天再讨论. As an adverbial, a 关于 phrase only goes at the START of the sentence (before the subject). 对于/对 marks the target of an attitude or action, 'towards/regarding': 对于这个问题，大家有不同的看法; 对/对于 can go before or after the subject. For attitudes toward people (他对我很好), only 对 works, not 对于 or 关于.
HSK 4–5 gap fills; 关于 vs 对于 is a familiar trap.
