既…又… links two qualities or actions that coexist in one subject: 她既聪明又漂亮. Compared with 又…又…, it is more formal and suits written Chinese. Both parts should share the same structure (both adjectives or both verb phrases) and the same direction (both positive or both negative). The subject precedes 既. Unlike 一边…一边… (simultaneous actions), 既…又… describes characteristics.
