反正 has two uses. (1) Whatever the circumstances, the conclusion stays the same, often with 不管/无论: 不管你信不信，反正我没说谎. (2) It gives a reason that makes something no big deal, 'anyway': 反正我也没事，就陪你去吧. Compared with 毕竟 (a basic fact used to explain), 反正 sounds casual or resigned, and it is not used in questions.
